NOTICE INVITING TENDER

 

                Wax sealed tenders are invited by GMTD, Chapra on behalf of BSNL for O.F.Cable construction works in various zones of Chapra SSA, which covers Chapra, Siwan & Gopalganj revenue districts, for the period of one year from the registered/reputed and Experienced contractors of BSNL/MTNL/Central & State Govt./PSUs having O.F./U.G .Cable laying works experience of Rs.15Lakhs and above during last three financial years for the following works.  The terms and conditions are mentioned in bid documents and will be part of the agreement.. Few details are as under:-

·         Obtained from AGM (Plg), O/o the GMTD-Chapra through an application after cash payment of cost of tender form at counter of AO (Cash), O/O the GMTD-Chapra, Sarha Dhala, Shakti Nagar,  Exchange Building, Chapra. or downloaded from BSNL, Bihar Website: www.bihar.bsnl.co.in.

 

                In case of forms downloaded from BSNL Website, Cash Receipt of cost of tender form deposited at counter of AO (Cash), O/o the GMTD-Chapra or Demand Draft/Banker’s Cheque of an amount of cost of tender form in the favour of AO (Cash), BSNL, O/o the GMTD, Chapra Payable at Chapra must be submitted along with Technical bid of the tender..

 

The eligible contractor must have:

 

A)         Experience Certificate of O.F./U.G .Cable laying works of total value of Rs.15Lakhs & above during last three financial years.issued by competent authority not below the rank of JAG of BSNL/MTNL/Central & State Govt./PSUs.

 

B)          Character certificate issued by the District magistrate or Superintendent of police of concerned home District of tenderer/all partners. It should not be more than 6(six) months old from the date of submission of tender. In case of partnership firm, valid Character certificate of all the partners are required.

 

 

 

C)          Registered partnership deed in case of partnership firm or affidavit of the sole proprietorship of the firm on Rs.10/- non-judicial stamp paper.

D)         Family/Relatives’ declaration on Rs.10/- non-judicial Stamp paper as the tenderer/all parteners/authorized signatory should not be near relative of any BSNL employee. The definition of near relative is given in the tender documents.

E)          Certificate of incorporation and articles of association, in case of limited company.

 

NOTE:  1.  Registration of EPF/Labour licence has to be submitted after award of work,if labour are

                    engaged 20 or more than 20.

               2.  In case of Limited Company, eligibility item at B, C & D are not required.

 

3.       Separate tender forms for each zone are to be submitted. The estimated cost of the work may increase or decrease.

 

   The tender will be submitted in Two In One Wax  sealed Envelope :-

TECHNICAL BID :-   Technical bid   with all certificates/ documents attested by Gazetted officer  will  be put in a  wax sealed envelope superscribed as “ TECHNICAL BID” . This will contain (i)  Technical bid form with all information duly filled therein  (ii) Bank Demand Draft  from  SBI or any Nationalized Bank payable at Chapra in favour of Accounts Officer (Cash), BSNL, o/o the G.M.T.D.,Chapra for Earnest Money Deposit (iii) Income Tax Clearance Certificate or PAN No. (iv) Copy of Experience Certificate of OFC/UG Cable (v) Character Certificate issued  not earlier than 6(six) months by DC/DM/SP of the District in which the tenderers reside (vi)  Family/relatives declaration on Rs.10/= non-judicial stamp  paper as the tenderers/all partners/authorized signatory should not be near relative of any BSNL employees. (vii) Certuificate of incorporation and articles of association in case of Limited company (viii) Partnership / Proprietorship  Deed, if applicable (ix) Attested copy of Registration/Enlistment of contractor issued by BSNL or Central/State Govt. deptt/PSU (x) Original Power of Attorney in case of person other than tenderer signed the tender documents (xi) Self declaration regarding not barred from participating in tender in any where in BSNL.(xii) Attested copy of Solvency Certificate from the banker of the tenderer of Rs.2.0 (Two) Lakhs. The solvency certificate should not older than one year from the date of submission of tender.

 

FINANCIAL BID :-  The Financial bid  will be put in another wax sealed envelope superscribed as “ FINANCIAL BID” . It will include (i)  Complete set of  tender document except TECHNICAL BID FORM which is included in TECHNICAL BID.  The tender document must be duly filled in and signed on each page and also at corrections , over writings.

 

The Two envelopes containing TECHNICAL BID & FINANCIAL BID will be put together in a THIRD WAX SEALED  ENVELOPE superscribed as “Tender for  Laying O.F.Cables and associated works  for (name of  Zone and SDCA) “ . 

                Envelope containing financial bid will be opened only after TECHNICAL BID is found  to be PERFECT and after approval of competent authority.  Date of opening of Financial bid will be communicated separately.

 

                Tender  received without E.M.D. will be SUMMARILY REJECTED.

 

OPENING OF TENDER:   The Tender will be opened at   1500 hours on  29.04.2008 in the Chamber of A.G.M.(Plg),o/o the G.M.T.D.,Chapra in the presence of those tenderers or their authorized representatives who may wish to be present at their own cost.
