NOTICE INVITING TENDER

For & on behalf of the Bharat Sanchar Nigam Limited the General Manager Telecom District, Bhagalpur invites sealed tenders for Trenching,HDPE/PLB pipe laying & OF cable pulling and allied works as per specification at the sites mentioned below from experienced & reputed contractors registered with BSNL or other central/state Government Departments as per details given below.

Tender forms can be had from DE (Plg) O/o the GMTD Bhagalpur by depositing Rs.1000/- (Rs. One thousand only) in the form of DD in favour of AO(Cash), O/o GMTD, Bhagalpur on all working days. Tender form can also be downloaded from our website www.bihar.bsnl.co.in Which should be accompanied by a DD of Rs.1000/-( Rs. One thousand only) in favour of AO(Cash), O/o GMTD, Bhagalpur . Any alterations made in the downloaded form shall result in the bid being rejected or agreement being cancelled and forfeiture of EMD / Security deposit.

The tender super scribed as “Tender for Laying of OFC for Route No.___________________Route_________________________ ”, addressed to D.E. (Plg), O/o the GMTD Bhagalpur, and should reach him upto 1400 Hrs on or before 20/02/2008 which will be opened on 20/02/2008 at 15:00 Hrs in the presence of those tenderers who may wish to be present at their own cost. The tenders are to be sent by regd. Post/Speed Post. In case this day happens to be a holiday the tenders will be opened on the next working day at the same time. The above referred work may be awarded to more than one contractor in the same route @ of L-1 as per detailed/mentioned in the tender documents.

Each tender must be accompanied by earnest money as mentioned in the NIT in the shape of demand draft in favour of A.O. (Cash) BSNL O/o the GMTD Bhagalpur. Bid for each route should be submitted separately. Technical bid and financial bid should be placed in separate envelopes superscripted as Tender for Route No………..Route…………………………………….. technical bid/financial bid placed inside a third envelope. These envelopes should contain the following:

PART-I

BID SECURITY

1. Demand Draft of Earnest Money( Bid security ) as stated in NIT .

2. Cost of bid document Rs.1000/- or Rs.500/- (Which ever is applicable)in shape of DD, if tender Document downloaded from internet.

PART-II

TECHNICAL BID / QUALIFYING BID

3. One copy of complete set of tender document (except section XIV & section XV) signed on each page by the bidder.

4. Attested copy of registration /enlistment of contractor issued BSNL or central / state government department / PSU

5. Satisfactory Performance and Experience certificate of having executed OFC construction work of 50 KM or more issued by officer not below the rank of STS during the financial year 05-06 & 06-07

6. Attested copy of valid income tax clearance certificate

7. Attested copy of Registration of EPF

8. Authenticated copy of partnership deed in case of partnership firm.

PART-III

FINANCIAL BID

1. The Financial Bid should contain the tender form (Part-II , Schedule of rates) having quoted rates in words and figures.

(The date and time of opening of “Financial Bid” will be conveyed to all those bidders who have qualified in Technical & Bid Security Bid and their representative shall be allowed to attend opening of Financial Bids.)

(On all these envelopes the name of the firm and whether “Bid Security”,“Qualifying/Technical Bid” OR “ Financial Bid” must be clearly mentioned and should be proper sealed (with sealing wax/pacing PVC tape). The tender which are not submitted in above mentioned manner shall be summarily rejected.)

Both envelopes should put in a single envelop sealed by wax or paper tape and Name of work and tender No.003/BGP /07-08 should be quoted on this envelope.
