NOTICE INVITING TENDER

 

On behalf of the Chairman and Managing Director BSNL, the TDM,Saharsa invites sealed Tender  for trenching/ laying OFC and associated works from experienced contractor of BSNL/ Central/ State Govt./ PSU for following works.

Eligibility :

 

01.               Enlistment Certificate./Registration

02.               Latest IT returns/PAN

03.               Experience certificate of minimum 8 Lakhs of OFC cable construction work in last two financial years 06-07, 07-08.

04.               Sales Tax/VAT

05.               Labour License.

06.               EPF Registration.

07.               Bank Solvency

 

The actual cost may vary plus/minus 25% of the estimated cost. No variation beyond 25%  will be permitted. Normally contract will be awarded for 1 (one) year. However, extension for the next year/part thereof will be considered keeping in view the various factors, such as prevailing market price, satisfactory performance of the firm.  Only two bid documents may be issued to a particular Contractor.

Tender without EM shall be rejected.

 

The tender super scribed as “Tender for Laying of OFC for ___________________SDCA Tender No._______________________________________________”, addressed to        D.E. (Plg); O/o The TDM ; Meertola; Saharsa - 852201, and should reach him upto 1400 Hrs on or before 16/05/2008 which will be opened on 16/05/2008 at 15:00 Hrs in the presence of those tenderers who may wish to be present at their own cost. The tenders are to be sent by regd. Post/ Speed Post/ Courier only. Bids submitted by any other means shall not be accepted. Tender documents received late shall not be entertained and shall be rejected. In case this day happens to be a holiday the tenders will be opened on the next working day at the same time. The above referred work may be awarded to more than one contractor in the same route  @ of L-1 as per detailed/mentioned in the tender documents.

 

 

 

 

Each tender must be accompanied by earnest money as mentioned in the NIT   in the shape of demand draft in favour of A.O. (Cash) BSNL O/o the TDM, Saharsa. Bid for each SDCA should be submitted separately. Technical bid and financial bid should be placed in separate envelopes superscripted as Tender for ……………………………SDCA, Tender No.……………………………………………… technical bid/financial bid placed inside a third envelope. These envelopes should contain the following:

 

 

PART-I

BID  SECURITY 

 

  1. Demand Draft  of Earnest Money( Bid security )  as stated in NIT  .
  2. Cost of bid document Rs.1000/- in shape of DD, if  tender Document downloaded from internet.

 

PART-II

TECHNICAL BID / QUALIFYING BID

 

1.   One copy of complete set of tender document (except section XIV & section XV) signed on each page by the bidder.

  1. Attested copy of registration /enlistment of contractor issued BSNL or central / state government  department / PSU
  2. Satisfactory Performance and Experience certificate of having executed OFC construction work of 8 Lakhs or more issued by officer not below the rank of STS during   the financial year  06-07 & 07-08
  3. Latest IT returns/PAN
  4. Attested  copy of  Registration of EPF
  5. Authenticated copy of partnership deed in case of partnership firm.
  6. Sales Tax/ VAT.
  7. Labour License.

 

 

PART-III

FINANCIAL BID

 

  1. The Financial Bid should contain the tender form (Part-II , Schedule of rates) having quoted rates in words and figures.

 

(The date and time of opening of “Financial Bid” will be conveyed to all those bidders who have qualified in Technical & Bid Security Bid  and their representative shall be allowed to attend opening of Financial Bids.)

 

(On all these envelopes the name of the firm and whether “Bid Security”,“Qualifying/Technical Bid” OR “ Financial Bid”  must be clearly mentioned and should be proper sealed (with sealing wax/pacing PVC tape). The tender which are not submitted in above mentioned manner shall be summarily rejected.)

 

Both envelopes should put in a single envelope sealed by wax or paper tape and Tender for ……………………………SDCA, Tender No.……………………………………………… should be quoted on this envelope.
